AUDITOR A. Consider and approve carryover of FY 2021 unused benefits in an amount not to exceed $400K in order to activate “Partial Lump Sum” option at retirement with the TCDRS. On August 10, 2021, the court approved the updated TCDRS plan to increase lump sum payment from $2 million to $10 million. This brought the required rate down from 12.71% to 12.24%. However, the court had also approved on 5/11/2021 the change to the plan that would allow retirees to elect a “Partial Lump Sum” payment at retirement. In order to activate this option as of 1/1/2022, the required rate would increase from 12.24% to 12.54%, thus requiring an amount not to exceed $400K from the FY 2022 operating budget as additional employer contribution. The request is for consideration to approve carry-over of FY 2021 unused benefits from the operating budgets as a funding source.
